摘要：
This study argues that public administration practices reshaping the society's perception of "public" are not just technical matters; on the, contrary, these practices reflect particular ideological preferences. Within the context of the hegemonic meaning of ideology, maintaining that the arguments on "total quality management" are ideological, the study attempts to identify the underlying ideology.
