摘要
A sustainable and democratic society cannot exist if the majority of the citizens do not have a minimum level of education. Nobody would contest that an individual that invests in his own education could bring benefits not only to his family, but also to the others. However, there are a lot of other good things for human co-operation or society, but it does not result that they should be produced by the state and financed by taxes and fees. Additionally, the investment in one's training/ education can finally be retrieved when the individual comes to the labour market. (C) 2015 The Authors. Published by Elsevier B.V.
