Indoor Geo-Location with Cellular RF Pattern Matching and LEO Communication Satellite Signals

In this paper, we propose to integrate LEO communication satellite signals with terrestrial cellular signals for navigation E-911 location-based services in urban canyon and indoors. The FCC's E-911 Phase II mandate requires a position accuracy of within 50 meters for 67 percent of emergency calls and 150 meters for 95 percent of calls. A pseudorange rate algorithm is applied to LEO communication satellite signals to obtain a position estimate while cellular signals use an RF pattern matching technique based on Polaris Wireless Location Signatures T (WLS). The two location systems can complement each other to generate a more robust position solution: LEO communication satellite signals have high power and global coverage whereas the ground-based cellular signals can achieve 100% yield and fast time-to-first-fix. Finally, this paper evaluates hybrid system performance based on position-domain minimum-variance combination using high-fidelity numerical simulations.
