摘要：

The European Union attaches great importance to the development of the regions as the European structure and treats them as independent partners, which stimulates the activity of regional authorities as natural partners for cooperation. The access to the EU funds is particularly important, as they support the development tasks. In Poland there are significant differences between the regions in how they use the funds. The conditions and criteria for the use of the EU structural funds within particular priorities and activities are described in detail in operational programmes. Both applying for funds and implementing the projects, however, requires strong involvement and activity of regional governments.
