With the increasing of China export, foreign countries set a lot of trade barriers for our commodities. During the process of expanding its export, China should levy on imports so as to restrict the import, which can work to protect the domestic market, and at the same time, which can be used as a weight to negotiate with the foreign countries. The customs as a duty-levying executive department should play its functions. On the basis of the normal duties, we should levy the anti-dumping duty according to the anti-dumping rate set by the related departments. This paper is meant to focus on discussing the partial balance effects of anti-dumping levying, and the anti-dumping duties which are set mainly to protect the interests of the national industries.
