摘要
Due to the single supply entities, low service efficiency, inadequate investment and unqualified management, total amount shortage and structural imbalance exist in rural public service. In order to improve the rural public service, effectively promote agricultural production and farmers income, and improve farmers' quality of life, we should encourage non-governmental organizations and farmers be involved in it to form a mechanism which is diversified with supervising each other, leading to each other and promoting each other on the basis of the stick to the government as the leading. Improve the quality of rural public is the important means and necessary conditions to develope agricultural production, improve the rural environment and improve the life of rural residents. To understand the current situation of rural public service in HeBei and make full use of the different effects of government, non-governmental organizations and farmers in rural public services, research group launch an investigation through questionnaire investigation, case analysis, discussion and other methods in 11 cities, 109 counties and 255 administrative villages in HeBei province in 2013. This survey hand out 800 questionnaires and hand in 687. The effective questionnaire recovery rate was 74.50% because of 596 valid questionnaires in them. In the survey, the male is 51.34% and women is 48.66%. Household income mainly comes from migrant workers and traditional agriculture. The combined amount is reached 80%. Annual household income mostly concentrated in between 5000-20000 yuan, which accounts for 67.28% of the surveyed households. The respondents are mainly concentrated in 21 to 50 years old, which accounts for 89.43% of the total questioned. Junior high school education level and above accounted for 75.34%, so people can understand and answer the problems of questionnaire.
