PROPOSALS FOR DEFINING PRUDENTIAL STANDARDS FOR SPECIFYING THE RATIONAL LEVEL AND STRUCTURE OF BANKING ENTERPRISE'S BALANCE SHEET IN THE CONDITIONS OF THE GLOBAL 2008+CRISIS

In the article, the authors point to the possibility of using relatively simple control laws and implementation of economic and financial policies to adjust the legal and administrative environment to the development of the current state of global banking, the misadjustment of which has become a key factor causing the global financial crisis as well as today's financial and economic crisis. The article has been constructed in such a way that, in the first section, it discusses the elements of the theory of economic cycles and the authors hypothesize that we are just in the "bear" period of Kondratiev cycle, which means that going out of the crisis is not expected soon, but withinin the period of about 10 years. The second section presents the mathematical basis, which results in balance sheet structure management policies and risk policies of a banking enterprise. It also shows the influence of capital structure and assumptions of bank managers (relating to the estimated effectiveness of the total liquid capital) on the risk of bank's bankruptcy. The third section identifies some most important legal regulations, according to the authors' point of view, necessary to be rapidly introduced in the sphere of banking risk management and structuring principles of bank balance sheets to prevent further spread of bad practices and, thereby, reduce the risk of the crisis becoming deeper.
