A Research on Innovation Practices of GPP Management System in Tianjin to Promote Low-carbon Economy

Green public procurement in China was founded and developed based on the Chinese public procurement systems. It is a good way to promote low-carbon economy development, which needs to be improved. This paper studies the innovation practices of Tianjin green public procurement management systems. The innovation practices include: improving local policy guidance; strengthening public procurement function; innovating green public procurement rules; and perfecting the scientific management and optimizing supervision mechanism. Through efficiency analyses on the quantity and amount of environmental protection products, life cycle costs and energy saving rate, and the quantity of enterprises applying for environmental protection certification in Tianjin, the authors find out that innovation practices in Tianjin have a certain practical significance to be extended in China. At last, several suggestions to promote green public procurement in China are put forward.
