摘要：

The European Climate Conference Rovigo 2008 'Climate Protection and Renewable Energy: Medium and Small Communities facing the Challenge', provided a platform for small and medium sized communities to share their views and learn from one another on the topic of local climate action. Leaders in at the provincial level of government of the Province of Rovigo recognised the need to support municipalities with climate protection activities, as many of them do not have the capacity to act. It was decided to have a particular focus on the roll-out of photovoltaics (PV) in municipal buildings in the province.
