The Structural Analysis of Financial S and T Investment of Local and Central Governments

This paper presents the analytical framework and indexes of the government's structure of S&T investment,and analyzes the evolution and flexibility of our local and central government's structure of S&T investment, using the datum during 1991 to 2005. The conclusion shows that not active investment of local government will lead to S&T of investment growth of local government be slower than economic growth; the flexibility of central financial expenditure on S&T investment is more than local financial expenditure, at the same time the S&T investment of central government is very significant impact on the S&T investment of central governments.
