Student Assistance fund in State-run Higher Education Institutions: the implementation of PNAEST at UENF

摘要
This study aimed to analyze the National Student Assistance Fund Program for State-Run Public Higher Education Institutions (PNAEST), launched by the Brazilian Federal Government in 2010, and its implementation at the "Universidade Estadual do Norte Fluminense Darcy Ribeiro " (UENF) in 2011, 2012, and 2013. A qualitative and quantitative study was carried out through interviews and documentary analysis. It was verified that, although the PNAEST was implemented to expand student assistance actions in state-run public higher education institutions, the program contributed only little to consolidating a federal student assistance fund policy for state-run public higher education institutions due to its discontinuity and its relation to the assumptions of the so-called new public management.
