According to the goal of our country to construct an innovative country and the current situations of the employment of our society, the future direction of the development is the innovation, which is also the important condition of the development. Therefore, the cultivation of the applied talents becomes the priority of the education in China, and the higher colleges and universities are the most important guides. It can be found in the researches that the traditional positioning of the evaluation system of the teaching by the teachers in colleges and universities in China and the evaluation indexes are not suitable for the evaluation of the innovative talents, but have become the obstacles to the realization of the innovative personnel training. This paper will start with the qualities and characteristics of the innovative talents, and point out the inadequacies of the teaching evaluation systems of the university teachers, so as to put forward the construction of the college teachers' teaching evaluation system under the mode of the cultivation of the applied talents based on the demands of the social progress. The college education in the twenty-first century is mainly to cultivate the application oriented talents the society needs. The requirements are mainly reflected in the professionalism, practicality, practice and high levels. That has, we should have high level of the social adaptation, the professional practice abilities and the all-round comprehensive abilities and so on. Therefore, the higher education should implement the idea of cultivating the applied talents. Based on the background of China's development and the big environment of the operation of the world, the innovation has gradually become the essential to the overall qualities of all the countries, and also the only way out to strengthen the countries. The national demand for the innovative applied talents determines that the colleges and universities must put forward the new educational mode, and we should treat the students from the view of the development, and explore and shape the new applied talents. The transformation of the paths of our education also leads to the changes of the index systems of the teaching qualities of the university teachers in the cultivation of the talents. In the past, the wrong viewpoint of the "only academic credentials" had the deep influence, and so far there still exists the phenomenon that people attach great importance to only the diploma but ignore the actual abilities. To rectify this view, first of all, we should measure the talents with the new teaching evaluation system of the teachers, so as to make more applied talents serve the society.
