摘要：

With the changing of economical structure and social structure in China, the expression and interaction of interests become more and stronger in the process of public policy. The article analysis the structure of interests in China, as well as its function and negative effects on government policies in our country, and try to probe into the scientific style and democratization of public policy in China from a new angle.
