摘要：
Purpose - The study of problems of human development, indicators characterizing them and the basic components are considered in the article. Methodology - The analysis is carried out and the rating of Kazakhstan and Newly Independent States is defined. Originality/value - The estimation of their social and economic situation is given. Findings - On basis analysis detected correlation between development human capital and quality life.
