Analysis of evidence from laboratory and field studies showed that substitution of chlorine dioxide for elemental chlorine in the first stage of bleaching results in reduction in the quantities of organochlorines produced. It also reduces the degree of chlorine substitution; persistence; potential for bioaccumulation and food chain transfer; toxic risk; and adverse ecological effects of the organochlorines produced. Based on this analysis, mills bleaching with 100% chlorine dioxide substitution and employing secondary treatment and with dilutions typical of North American mills, present an insignificant risk to the environment from organochlorine compounds.
