Does smart city policy promote urban green and low-carbon development?

摘要
The smart city is a novel urban innovation model which can exert a great influence on urban green development. Using the 2004-2018 panel data from 285 cities in China, our article adopts the DID method to empirically examine the influence of smart city policy (SCP) on urban green and low-carbon development and its trans-mission mechanisms. Results display the SCP contributions to promoting urban green and low-carbon devel-opment. When we run the various robustness tests, the conclusions remain valid. The heterogeneity test shows that, in large cities and resource-based cities, the promotion effect is more obvious. We further test its trans-mission mechanism and find that SCP enhances urban green and low-carbon development by raising urban technical innovation levels, upgrading the construction of smart infrastructure and optimizing the quality of smart management and services.
