摘要：
Water resources protection is government' s action. As organs for basin water resources protection established by the State, Basin Water Resources Protection Bureaus undertakes the function of basin supervision and management. Years' experience shows that the key to success in basin water resources protection lies in establishing and guaranteeing basin organs' status as administrative bodies according to the law, reasonably realizing their role and bringing the role into full play.
