摘要
Civil infrastructure has the features of large-scale investment, long construction and payback term. Risks and loss will be caused by errors in any link. It's essential for the sponsors to find a solution that cut the whole life-cycle (WLL) cost to the lowest. This paper aims to explore the risk factors that affect the cost of civil infrastructure in whole life-cycle. The WLL can be divided into three phases: design, construction, operation and maintenance. First, structure of cost in every phase are analyzed; Second, risk factors that affect the WLL cost of civil infrastructure in every phase can be identified; Third, it will compare road/bridge project with dam and water treatment plant projects; Finally, suggestions on risk control are given based on the risk identification.
