State authorities and the Muslim population of the Steppe General government: experience of interaction in solving socioeconomic problems (the beginning of the 20th century)

At the beginning of the twentieth century, a new form of work - Private and Special meetings-was tested in the system of interaction of state authorities with the Kazakh population of the Steppe region. Their composition was formed from officials of the administration and branch ministries, representatives of the local ethnic elite to solve socio-economic problems of the traditional Kazakh society. The article presents an analysis of Private and Special meetings based on archival and published sources, some of which are being introduced into scientific circulation for the first time, identifies the range of issues that became the subject of discussion during their conduct and the effectiveness of this mechanism of cooperation between the state and the Kazakh society.
