摘要
Modern science and technology as a new social production power which is more active, more rich in development prospects of the decisive factors, it has more penetration and influence on the nation's politics, economics, culture, military, diplomacy, and other fields. It has become one of the most fundamental comprehensive core component of development and progress of a nation. Today's changing world in terms of technology, multi-sectoral integration, science and technology, policy research and development have increased the demand, places an urgent hope, that links up to provisions of development conditions and opportunities. Therefore, science and technology policy research toward the higher level has become a worldwide trend of development. A country, especially developing countries, will want to improve their international competitiveness and the level of economic development, they must develop science and technology enterprise as an integral part of national development. This article concerns the analysis of innovation of science and technology policy after Vietnam evolution, it summarizes the process of evolution of science and technology policy in the past 25 years. And then analyse the characteristics of each stage of science and technology policy and development, that played the role of gain and loss, based on this further discussion of the future international perspective, the development trend of science and technology policy in Vietnam, for Vietnam policy of science and technology provides the basis and the reference suggestion. This paper mainly adopts literature research methods and historical analysis methods to demonstrate. Full text of six chapters, the main contents include: (1) Vietnam's science and technology policy introduction; (2) after the renovation of Vietnam's science and technology policy in two stages; (3) the future of science and technology policy in Vietnam. And then come to the conclusion: science and technology in Vietnam's process of economic development plays an important role, science and technology policy should be formulated sync with the economic development, the development of science and technology can promote the prosperity of economy and the strengthening of comprehensive national strength, science and technology of Vietnam gradually narrow the gap between medium-sized countries in the region of great significance.
