Implementing Transparency for Governance in Mexico: A Qualitative Comparative Analysis

摘要
The emergence of governance has generated a new interaction between society and government that has been consolidating over the last decades. The members of the governed body want their participation to be included in public decisions, which has led to an increased demand for information on how to handle the public affairs and on government management. In this context, issues such as transparency have become a priority for countries around the world in order to improve the management of state resources and combat corruption. Mexico has not been the exception and has adopted transparency as a transversal public policy, however, the challenges to carry out its implementation have not been less. The implementation of a public policy requires availability of financial, material and human resources, but also involves a redesign of the administrative structure and a modification of the values that guide daily work in an organisation. The present investigation seeks to delve into the main elements within the public administration that are involved in the implementation process. The objective of the research is to determine the causal conditions that make possible a successful implementation of the transparency public policy. The methodology adopted for this purpose is Qualitative Comparative Analysis (QCA) using data from the State Budget Information Index, national statistics and public databases. The study focuses on each one of the federal states of Mexico including normativity quality, financial situation and bureaucracy size variables. The research findings will be useful in detecting the areas within the public administration that should be strengthened and that are necessary and/or sufficient conditions for the implementation of the public policy of transparency. This will provide valuable information for decision makers in order to adjust the process and achieve better results. The limitations of the study and future lines of research are discussed.
