摘要：

The South - to - North Water Transfer Project bring a series of negative effects in economic - social development and ecological environmental systems on the middle and lower reaches of Han River such as significant changes in water quantity and quality, spatial and temporal distribution, flow velocity and water level have undergone, reduction in capacity of its environment, and their development right, with huge ecological benefits, economic and social benefits to China. After careful study, careful calculation and multi party discussion, the paper proposes the general framework of the Han River ecological compensation mode and implementation ways.
