The terms of digital economy and e-readiness are introduced and discussed in the present area of evolution of economy stage within Europe and not only. The main aspects treated in the European University Institute ranking for e-readiness are briefly covered. An open source convertor for excel to arff file format is presented and used in the purpose of input transformation for using Weka Data Mining, an open source tool. The framework of ExceltoArff tool is demonstrated in a practical use, the one of 70 countries registrations of EUI Ranking.
