摘要
In this paper, we introduce two concepts associated with fluctuation namely disorder and disorder congestion, and propose three mathematical models. The first model is applied to calculate the start time that traffic administrators must control constrainedty traffic flow for keeping the fluctuated arc order. The second model formulates the process of the status of the fluctuated are becoming from disorder to order by traffic administrator organization. The third model is the dynamic assignment decision model that be created to acquire an optimal solution of the second model. Finally, we use a numerical example to illustrate the practicability of the models of this paper.
