摘要：

The paper firstly defines the concept and characteristics of high-level training market: high-level trainees, high training goals, high-level teachers, high social benefits and high-level service quality. Then from the aspects of system, cooperation frame, course development, constructing communication platform and so on, the paper discusses the operation mechanism of high-level training. Finally, it analyzes the key factor of carrying out high-level training: the superior resources of first-class universities.
