摘要：

The tourism economy plays a pivotal role as an integral part of the national economy, and the exploitation of the tourism resources is essential to the development of the tourism economy. For a long time, the Chinese tourism resources has been monopolized by the government in terms of exploitation and management, which contributes to abused public power and the overdevelopment of local economy at the expense of the environment & social impact. This paper analyzes both the positive and negative role of the government in the exploitation of the tourism resources and suggests that the government should coordinate between the ecological & social impact and the exploitation in order to ensure a sustainable tourism economy that serves as an impetus behind the local economy.
