Landscape is an important resource that influences people and their activities. Any change brought about by continuous development can impact and make it attractive or visually problematic as the perception of the value of natural-cultural-heritage landscape declines. This paper presents the results of the study on scenic quality assessment along Roxas Boulevard, Metro Manila, Philippines through perception analysis of the stakeholders and their attitude towards improving its scenic quality. Most of the respondents were aware of the different greening activities in the area, the benefits that could be derived from these and the need to improve its scenic quality. Respondents perceived highest level of importance in improving its aesthetic value. Roxas Boulevard is a seascape of national significance known for historical sites like Rizal Park and Cultural Center of the Philippines. The boulevard is also great for strolling while enjoying the great sunset view at the Manila Bay. However, waste management problems and peddlers/beggars around the area need utmost attention. Functionality, ease of maintenance and aesthetically pleasing landscapes are important considerations in designing and planning the study area. The willingness to cooperate in the maintenance of the area is a positive indication of how the respondents value the scenic quality of the place. The choice of plants to use is critical due to various on-site urban environmental stresses that abound in the area. Assessing the scenic quality of Roxas Boulevard was scored based on the stakeholder's perception and preference. The use of participatory approach can be an important tool in planning for a sustainable landscape management.
