摘要
The problem of how to select suitable peer-review experts for scientific evaluation has been recognized by scientific communities around the world. This paper proposes the use of Scientometrics methods such as the scientific domain ontology and co-word analysis to implement the principle of intelligent information processing on the problem in order to find the "small" scientific communities with the same target systems of scientific concepts and research contexts as those to be evaluated and hence in turn to select the most "knowledgeable" and suitable peer-review experts for the evaluation.
