摘要
This paper describes the functional characteristics of a web-based infrastructure management system (IMS) that includes geotechnical and structural data and analysis tools. The addition of structural and geotechnical data (strength, layer moduli, boring logs, in situ, and nondestructive test data) and analysis tools (capacity analysis, remaining life analysis) significantly improves project-level planning activities, e. g., maintenance and rehabilitation, remaining life analysis, and provides more balanced emphasis on both functional (i.e., safe, smooth ride) and structural factors. The IMS was developed to help the Oklahoma Aeronautics Commission (OAC) oversee state aviation needs and to guide the distribution of state and federal funds to 88 statewide general aviation airports (GAA). In this case and in many infrastructure networks, the central agency does not have ownership of the assets; hence, effective infrastructure management requires a distributed effort. Web enablement of the IMS was critical in placing project-level knowledge in the hands of each GAA's technical and managerial personnel. Since implementing the IMS, project-level planning activities by the GAAs has increased more than 30% and the integrity of project level designs has improved. The IMS has increased the efficiency of OAC personnel and has helped breed a culture of continuous infrastructure management improvement.
