摘要：

Political state had arisen out from society and gradually placed on the society in the development process of history. As the expansion and promotion of the Market Economy in the worldwide, Civil Society has produced a new round of impact on political state. Being the executor and vindicator of political state, the government should change the methods and ideas of management, re-positioning itself to meet the requirements of the times. Some of the power should been devolved to Civil Society by the government. At the same time the government should provide more supports on regimes and policies, and make itself be a limited, service-oriented and innovative government.
