A set of pricing method of provincial transmission and distribution network in various voltage levels is proposed in this paper, considering the power backflow caused by a large number of new energy access. Aiming at the complex power transmission relationship between different voltage levels in the case of power backflow in the provincial power transmission and distribution network, a partial voltage level power balance model considering power backflow is proposed. This paper analyzes the problems of cost allocation under the phenomenon of power backflow, improves the peak load responsibility method, defines the cost of power transmission and distribution at source load point, and conducts cost allocation based on the degree of mutual use between different voltage levels. The effectiveness of the pricing method is proved, taking the transmission and distribution network of X province as an example for simulation calculation. The results of the example show that the method can effectively recover all transmission and distribution costs of the power grid, and can reflect the influence of power backflow on the transmission and distribution costs of all voltage levels.
