Based on a great amount of statistical data, the author firstly describes the developing trend of the economy, energy consumption, SO2 emission, acid rain and SO? pollution in China, analyzes the relationship between them, then reviews the course Of SO2 Control in China from 1970s to now which was from point source control to the regional control and from concentration control to total emission control and emission trading. Through the analysis above, the author believes that total emission control and emission trading is the effective method of acid rain and SO2 pollution control in China. Therefore, author introduces the situation of the pilot projects of SO2 emission trading in China, and makes some suggestions on the emission trading in the Two Control Zones which include geographic range, participants, basic principles, distribution of initial emission allowance and the supervising and management, finally analyzes the development perspective and the problems and challenges of SO2 emission trading in Two Control Zones.
