Study on the Function of E-Government in Construction of Service Government

With the rapid development of science technology and the spread of information technology, the original administrative management form of our government faces new challenges. How to construct a clean, efficient and convenient service government has become a hot topic that everybody discusses. The e-government serves as an emerging means of information technology, and it can provide an effective platform which ensures that the construction of service government can be implemented, as well as the e-government pushes the reform of our government's administrative management form. This article is based on many advantages of E-government and probes mainly into the role of it in construction of service government. "Decision on perfecting several questions of socialist market economy system of the central committee of the communist party of china" which passed on the third plenary session of the sixteenth party central committee for the first time proposed that the function of the government should transform from "the management government" to "the service government". But, the real concept of "the service government" was put forward by the premier Wen Jiabao in a leading cadres' speech in 2004. Nowadays, with the continuous development of economic globalization and information technology, it is possible that we use high-tech information technology to provide an effective service platform and creative service concept. The e-government as an emerging means of information technology realizes the combination between electronic information technology and management, and can improve efficiency and transparency of our government's work, thereby ensuring that the service government can be constructed effectively.
