摘要
The ability of traditional wind turbines in system frequency modulation is very weak while high penetration power system needs wind turbines to participate in power system frequency modulation. Aiming to solving this problem, this paper proposes a collaborative control scheme by combining wind turbines and energy storage equipment. This scheme will use over-speed adjustment and blade control to determine the wind turbines reserve capability according to different wind speeds. At the same time, it will add frequency regulation control unit in the traditional wind turbines decoupling control. When detecting the power system frequency changes, it will determine whether input frequency controlling module, energy storage equipment and wind turbines reserve capability or not according to wind conditions at this moment. The RTDS simulation results show that the control scheme proposed in this paper can produce better regulating effect on system frequency excursion and it is truly has some practical value in engineering.
