Science advising and science policy in post-war West Germany: The example of the Deutscher Forschungsrat

摘要
The Deutscher Forschungsrat (German Research Council) attempted to anchor science advising and science policy in West Germany after the Second World War. Promoted by a circle of elite scientists, the council aimed to establish institutions and mechanisms comparable to those in Great Britain, the United States, and other scientific powers. After a two-and-a-half year existence, it eventually failed. The reasons for its failure, some local, some global, display the difficulties facing research policy in the early years of the Federal Republic.
