Fluctuations in plasma are analyzed with account taken of Coulomb particle collisions. The Coulomb binary collisions are described within the framework of the kinetic equation through the use of the Landau collision integral, A general expression for the correlation function of random forces is found by applying the fluctuation-dissipation theorem. Both weak and strong collisions are considered. The relation between the fluctuation spectra in a collisionless plasma and hydrodynamic fluctuations is derived. Particle collisions are shown to have appreciable influence on the collective scattering of electromagnetic waves.
