摘要
A security and defence strategy begin with a good diagnosis that allows the identification of the main challenge. The moment we are living does not make things easier. Everything flows, Heraclitus pointed out, but now faster and out of the usual channels. Hyperglobalization can transform the context with a differential jump in scale never before seen. The fourth industrial revolution has opened new domains. The geography of outer and cyberspace, of the electromagnetic spectrum, of deep waters and intangibles cannot be projected on a political map, where lines and colours define the spheres of sovereignty and influence. In this new era, those who can configure and adapt to the operational, strategic, political, psychological, and intellectual environment will gain a great advantage in terms of power. Winning this dispute means imposing a major strategic culture and mode. For now, China seems to have an advantage with an unrestricted geo-economic war.
