Water-related risk management in China - A legal, institutional, and regulatory overview

China is a country under the frequent threat of water-related risks, and it has a long history of controlling these risks. In the past twenty years, China has developed a complex water-related risk management system. The system consists of complicated legal arrangements, different levels of organizations, and applications of wide regulatory instruments. But China system is a hierarchical governance system and lacks adequate coordination, as well. In realizing integrated water related risk management in China, changing the concept of risk, developing of an integrated water related risk management system, and holistic management, as well as managing risk as social and economic goods, would play a key role.
