As part of British Nuclear Fuels aim to be a world leader in supplying thermal MOX fuels the Sellafield MOX Plant is currently being commissioned and is due to commence operations in 1998. The plant will build on the experience gained to date by British Nuclear Fuels plc in operating the MOX Demonstration Facility which has already supplied high quality MOX fuel to a number of customers. In order to make the Sellafield MOX Plant as inherently safe as possible to operate from a nuclear safety viewpoint, the critically safety case has significantly driven the plant design. This paper considers the development of the criticality safety case whilst facilitating the operational flexibility to produce a range of fuel assembly designs for its international customers, In particular, the paper discusses the evolution of the criticality control philosophy which has been incorporated into the plant design and the close team working that has taken place between all disciplines involved to make the project a success.
