摘要
Industrial cluster is worldwide common economic phenomenon. On the one hand, it creates a good knowledge network environment for cluster members' cooperation-knowledge learning and sharing, so as to promote technical innovation and the development of the whole industrial cluster, on the other hand, it brings cluster members cooperative risks-relationship risk and performance risk, which badly contuses cluster members' enthusiasm of knowledge learning and sharing and reduces the operational efficiency of industrial cluster. For this, this paper gives some suggests as following: firstly, in a mature market environment, when relationship risk is the main cooperative risk of SMEs in industrial cluster, we should strengthen formal control and reduce social control; when performance risk is the main cooperative risk in cluster, we should. strengthen social control and reduce formal control. Secondly, in China's environment with unique cultural, political, social characteristics and immature market economy, industrial cluster of SMEs in China should mainly strengthen social control.
