摘要：
The qualitative evaluation of VFM is regarded as the decision-making process of PPP project establishment. In view of the fact that there are many factors affecting the feasibility of applying PPP model to urban rail transit by using the "value for money" principle at present, it has the characteristics of fuzzy uncertainty. A fuzzy improved VFM qualitative evaluation model for PPP project of urban rail transit is proposed by using trapezoidal fuzzy number method. In order to make up the shortage of evaluation methods of existing evaluation methods, the result of expert scoring in VFM qualitative evaluation is tried to make fuzzy processing. Through the analysis of the PPP project of the first phase project of Wuhan Rail Transit Line 8, the feasibility and scientific nature of the evaluation method are verified by comparing the evaluation method with the existing qualitative evaluation method of VFM. It has certain reference significance for VFM qualitative evaluation of such PPP projects.
