摘要
The development of fishing communities is considered with particular reference to Europe and the implications for developing country fishermen of globalisation of European Policy considerations the development of communities include those to fisheries management objectives and the technical management measures which derive from these, The role of government in fisheries policies is considered with special attention paid to impact upon fishermen, Detailed consideration is then given to the development of property rights as a tool, including the introduction of individual transferable quotas (ITQs), In conclusion, the future of European fisheries policy is considered, with emphasis upon the need to arrive at workable regional management arrangements within Europe which, together with the introduction of fishermen based property rights will promote a more stable environment for the future development of fishing communities.
