Purpose - is the development of theory and practical advice on managing human capital in the process of innovation development of enterprises. Methodology - the development of an innovative economy as highlighted the issues related to the description of the innovation and its results, the classification of its types and the factors driving and inhibiting innovation. These issues are reflected in the writings of scholars such as L. Vassiliev, V. A. Goremkin, V. Dorofeev, Peter F. Drucker, V. A. Dresvyannikov, P. N. Zavlin, V. Zines, and V. I. Kushlin, E. Muravyev, V. I. Podlesnykh, T. Shemyakin, Y. Yakovets. Many studies are devoted to methodological provision of innovative development. The urgency of development tools and the theoretical foundations of innovative development, the formation and use of its building at different levels of economic management are disclosed in a number of foreign and domestic scholars and practitioners.
