摘要：

Goal-setting should be ontologically conditioned and should correspond to the society demands. Within the framework of goal-setting, there is a very important task before the Russian education system: within extremely short deadlines, with a minimum of resources, in the conditions of sharp weakening of social connections, taking into account the macro-social factors, in the conditions of globalization and informatization, the state should ensure the priority character of the educational system transformation which will define the future character of the society.
