摘要：

During the period of the Tenth Five-Year Plan, the comprehensive strength of Henan Province was greatly enhanced, and the advantages of leading industries gradually appeared. The Eleventh Five-Year Plan of Henan Province as a premise, it is important to decide the developing sequences of leading industries in Henan Province. This paper first summarizes the basic theory, then analyses the actual development situation of Henan Province, and then determines the developing sequences of the leading industries by AHP in order to provide theoretical foundation for optimizing the traditional industry structure and accelerating industrial upgrade.
