摘要：

In this paper, I used the method of theoretical research; proposed the innovation of Lenin's New Economic Policy on developing system, selecting route and how to build socialism; considered that the innovation of New Economic Policy greatly promoted the building of socialism in Russia; constructed a theoretical innovation framework for Lenin's New Economic Policy; obtained that New Economic Policy not only helped to consolidate Soviet power and restore the national economy of Russia, its system innovation was also should be referent and absorb for Chinese system set in modern social construction.
