摘要
It's generally considered that the planning and development of regional economy, which can promote the balance development between regions, are a pure economic issue about resources allocation. In fact, its development is accompanied by the evolution of national public management system. Therefore, the balance development between regions necessarily gives rise to the cooperative governance among regional governments, which also becomes the most-watched trend in current practice of the public management. However, there are a number of governance problems such as the repeat interrupting in regional intergovernmental cooperation and invalid coordination. This paper applies "Three Circles Theory" to analyze the cooperative governance strategy, points out how the changes of "value, capability, and support" influence the success or failure of regional governance, and attempts to provide innovative ideas to solve the problem.
