In this paper we review and discuss the use of risk assessments in the design of the world's longest and deepest subsea road tunnel, the Rogfast. We show that there is a discrepancy between the existence of uncertainties in both phenomena and assumptions on the one hand, and the way these uncertainties are assessed and handled in the risk assessment and risk management processes on the other: considerable uncertainties and risks are neglected. The main purpose of the paper is to point to this situation and present a more suitable framework for how to assess and manage this type of risk and uncertainties. (C) 2013 Elsevier Ltd.
