摘要：

Like other states of the world, Romania must contribue to the creation of a durable society which has the purpose to develop itself without affecting the environment or the future of the next generations. For that, whe need people to understand that, through a proactive attitude, they can make a difference and can help to improve the present and future life conditions. Therefore, the purpose of our study is to put in discussion the necessity to develop the doctoral programs, in order to promote a training model of the human resource, hygh qualified, which allow the development of expert researchers in various areas, experts capable to act as important agents of creativity, innovation and technology transfer.
