Technical means has played more and more important role in the city crisis' highly effective controlling. Technical information database that sorted out with specialized data treatment technology can rapidly promote the city's crisis handling ability because of its specialization and authority characteristics. Based on present stage city crisis characteristics and China city's informatlization situation analysis, the article proposed the characteristics and the integrant parts that the digital information system suitable for the city crisis management should have, and offered an example of the specialized digital information system in carrying out the city crisis management application to verify the feasibility and the validity of the digital information system, such that provide an effective policy-making support tool for the city crisis management.
